Keep one spot someplace where you keep all your packages (yours and 3rd party). Then link to them there. If you want to use SVN, use that same spot. Keeps things uncluttered. For project work where you have lesser-importance or lesser-reusable code, slap those in your project directory to keep your main location solid.
