You could always prompt your user to enter their city if your needing specifics. Getting the city from the time zone is a bit general. Getting the city by ip can also get a little misleading since ips can be spoofed or you could end up getting their ISPs ip or if it's a virtual machine. But that's my experience. Someone may have a solution I'm not aware of.
