I found another workaround which may be more suitable when using complex
components inside PopUpAnchor (it's definitly easier):

With PopPanel implementing `IFocusManagerContainer` and returning the
Application's `focusManager`:
public class PopPanel extends SkinnableComponent implements
IFocusManagerContainer {
....
override public function get focusManager():IFocusManager {
return FlexGlobals.topLevelApplication.focusManager;
}
public function get defaultButton():IFlexDisplayObject {
return null;
}
public function set defaultButton(value:IFlexDisplayObject):void {
}
...
}
