Ok, I saw the structure, just wanna know what you wish tto do, but ok....
So, this lib... is a SWC?  If so, I suggest you using runtime locale for
SWCs, no particular reason, but it will allow you to add more locales if
future w/o rebuilding the project...  May is that why flexbuilder didn't
manage to get that working.... but honestly never ran into this kind of
problems before, may be flexcoders is a best place to get help on how to
configure flexbuilder.
