This so called "stable" by adobe miss this locales. I originally was not deploying ANY locale that doesn't have all resource bundles, but people insisted that I publish it anyway, so there are incomplete artifacts at maven repo, but just because this artifacts aren't present at flex SDK. Once more, kudos 4 adobe.
