This is the same problem I had when I tried to compile with tr_TR.
You have to generate pt_BR framework resource bundles using copy_locale
command first. And manually install those resource bundles to your local
maven repository. And after that you will need 2 more resource bundles
files like flash-integration and player_global resource bundles that are
not created with copy_locale. You will manually install en_EN bundles of
these 2 files with pt_BR name. And you will compile your project. I am
adding my thread as well in attach.

I had the same problem with hebrew.
turned out that I needed only 2 more resource bundles:
flash-integration_rb.swc and playerglobal_rb.swc
for those 2 I just copied the en_US resource bundled and installed
them to the repository with he_IL classifier
