Two things:
i think the license jars are available in the repos. At least this is where
I allways get them from.
<dependency>
<groupId>com.adobe.flex.compiler</groupId>
<artifactId>license</artifactId>
<version>${flexmojos.version}</version>
</dependency>
And if you use flashbuilder4 you have to provide a flashbuilder4 and not
flexbuilder4 config key ...
<licenses>
<flashbuilder4>XXXX-XXXX...</flashbuilder4>
</licenses>
