ok. As always after looking at something for 2 hours and sending an email,
just after send the email you figure out the problem.
The problem was that I was specifying the scope to external to a pom
dependency not a swc dependency. Adding specific depencies like the one
below fixes the issue:

<groupId>com.adobe.flex.framework</groupId>
<artifactId>framework</artifactId>
<version>${flex.sdk.version}</version>
<type>swc</type>
<scope>external</scope>
</dependency>
