This has been changed. You have to set defines like this:
<defines>
<property>
<name>CONFIG::debug</name>
<value>${flex-compile-debug}</value>
</property>
<property>
<name>NAMES::version</name>
<value>"${project.version}"</value>
</property>
</defines>
Not that string values must be enclosed in quotes.
