For SWC RSLs using library-path to compile against libraries is always a bad idea. See also http://www.yeap.de/blog2.0/archives/203-Size-of-Flex-RSLs-with-dependencies-to-other-RSLs.html for more detailed information.
So RSLs that have dependencies to other SWCs should always put these into the external-library-path. In fact this is an improvement in FlexMojos 4.
