You may want to rephrase your question :)

Anyways let me ans with the possible scenarios
First is that,  if you need to listen the event in the same file,
almost in all cases, you can do you job without dispatching event

Event listeners are the functions which keeps on listening the
function dispatch from some instance of class.
For more clarity, please go through the flex help.
