That's a good problem to solve, and learn from. Unfortunately, you are asking about architecture instead of a specific problem.
I am not sure you can write (easily) a tool that can edit content of any arbitrary flash (swf) file. I believe, you would need to set up a process to create swf and put identifiers to editable objects.
