Yep, I get that problem when I have flex builder linked to a site. When i 'put' the css file back into the testing environment it appears it has been locked out, or in use by another process/program.
If I manually copy and paste the css doc into my tomcat webapp then it works fine without a restart. Not sure what causes this behaviour, but it may be a bug within the flexbuilder environment.
