Of the top of my head, Not sure
if you can... however, you can place the Panel inside a Canvas and then overlay
the control of your choice in the position you want using its X and Y
properties.

Subject: [flexcoders] Add mxml component to a Panel title bar
Anybody know if its possible to add an mxml component like a checkbox,
or a slider _inside_ the tile bar for a Panel. If so any tips would be
