You can bind each other's selected property to the other.

Something like this:

<mx:CheckBox id="myCheckBox1" selected="{!myCheckBox2.selected}"></mx:CheckBox>

<mx:CheckBox id="myCheckBox2" selected="{!myCheckBox1.selected}"></mx:CheckBox>
