It will use whatever the client computer's current date/time is. It only takes daylight savings time into account if the client's computer has it set correctly and you'd be surprised how many times that doesn't happen.
My company wrote a stock charting application and ran into some issues with this. I suggest attempting to do date operations on the server and pass the current date/time into the flex app on load. I recently wrote an AIR (Flex) reminder application (http://www.reynacho.com/projects/reminder-application/). If this is the type of thing you need, I'd be happy to share some of the code with you.
