U can make them, the only problem is that flex will load all its elements and 
stuff and you will end up with around 500 extra KB and longer time to load.

What i would recommend is using as3 code inside flash. You can use many third 
party components for animation that are used in flex, like tweener, that are 
libraries for as3.

I'm good myself at animation in flash, but i coded as for many years, and use 
that expertise in flash and in flex.
