Flex execution speed is dependent on the local machine, not the server. The .swf is downloaded to the local machine. Your server could effect database response times, or php requests. Generally, though, unless you're dealing with a sizable database, the customer's perception of speed will be determined more by the speed of his/her Internet connection, and, as I said, the speed of the local machine it's running on.
