I still don't have an answer, but I think I have a pretty clean
work-around. Since the setter would be private, and called only within
the class, I've gone to a private function in Java style eg.  

private function setLoadState(state:int):void

Notice it is not a property setter, but just a function that sets the
property! =) 

Not the ideal solution for sure, but reasonable considering its use is
limited to just that class.
