You need to add the strings.properties file to the source path in Flex Builder. You have to be pretty explicit eg...
C:\Sandbox\FlexPhot oViewer\src\ locale\en_ US

The error I get upon compile is "Unable to resolve a class for
ResourceBundle: strings".
I will post a follow up if I can get more information on this.
