Depends on what app server are you running.

>From my setup, running JBOSS / Tomcat a couple of things to check 
out.

1. You could be initiating JBOSS to listen on localhost, which means 
you will get a security error when accessing to the IP number. You 
can alter this to run as a wildcard by removing address="localhost" 
in the JBOSS initialisation.

2. Place the crossdomain.xml file in the ROOT.WAR directory of 
tomcat (on my system it's: C:\jboss-4.0.3SP1
\server\default\deploy\jbossweb-tomcat55.sar\ROOT.war).
Also I would remove the DOCTYPE tag, to test it out you could use 
use wildcards and obviously change it when deploying for security, 
something like:

<?xml version="1.0"?>
<cross-domain-policy>
        <allow-access-from domain="*" to-ports="*"/>
</cross-domain-policy>
