You don't need a config file on your server. The config file is compiled into the flex application. I'm not sure this is still the case with Flex 2.01, but changes to the services-config.xml file weren't picked up by FlexBuilder, unless you 'touched' the project properties. So to be sure that the new services-config.xml is getting compiled, make a small change to the project properties and "apply" before compiling.
