Seems the issue is it doesnt take account of the vertical scrollbar 
when deciding to display a datatip.

If its on and the string is covered by the scrollbar but the string 
isnt wide enough to be larger than the external width of the List you 
dont get a tooltip. 

When I mouse over a really long string it works, when I mouse over 
another one thats not so long even though it is cropped by the 
ScrollBar it wont show the dataTip.
