Yes, in Beta 3 we only included the signed RSLs. This was kinda a mistake, but we have the steps you can follow in the release notes here: http://labs.adobe.com/wiki/index.php/Flex_3:Release_Notes
Jim, your problem is likely that you are re-using your workspace from your previous install. Please also check the release notes for how you can address this (which is basically cleaning the workspace using Eclipse's clean command).
