Any and all minor versions of Flash Player 9 are supported by Flex 3, all the way back to the first release of Player 9.
Developers using Flex Builder will need to have the latest player (9.0.115) on their dev machine where they do debugging. This is due to changes in the way Flex Builder and the Flash player communicate. But your users will not need 115. Each release of the Flash Player does, of course, have new features; and obviously, if your code uses those new features, then your users will need the corresponding Flash player.
