It looks like that bug is my bug, and I realized I'd only been copying
the newly compiled .swf, not the JS files. But I did copy them to the
server and deleted all temp files in IE7, and now the title says "#"
in the tab in IE7 and when I look at the back button's history it
still says Page Not Found. 

This is with FB 3 release, which I just downloaded yesterday.
