[flexcomponents]Tell when Vertical Scrollbars are present?

Is there an event or property that tells me when vertical scrollbars are
present? Is there also a property to set the total height of the scroll bar?
I want to put a button in the lower right hand corner but when scroll bars
appear they cover it up.
