This is not the answer you are looking for, but I'll give it anyway.
Parallel port adapters for laptops that one can control via s/w - they
have been disappearing.
And I am surprised people are having difficulty with parallel cards for
desktops.
When you give up on parallel ports,
I recommend the CK1610 relay box available here:

I purchased mine already assembled - and it needs 12 volts
(this means 12 volts, not 13.8 volts)
It is low cost - you can build it as a kit, or buy it already assembled.
It has 8 relays in it and I've written software for it.
The s/w can provide point-and-click control on individual relays,
or automatic control to auto-band switch an amplifier based on the
radio's frequency.
