To add to Tim's comments,


The 2.0.19 version will use more graphics due to the additional detail for
the console,  try this to see if it makes a difference.   Stop the
Panadapter and try the apply again..  Just to see if there is a difference
in the failure.  Also try resetting the database and try it again.
