It isn't a bug per se, since it was fixed a long time ago. You have an old version of the skins that do not have all the proper buttons defined properly, probably from an early beta version.
New versions of PowerSDR do not over-write the skins because that would delete any user modifications. You can "force" a complete skins re-installation by doing the following 1.) Open up the folder %APPDATA%\FlexRadio Systems\PowerSDR 2.) Delete or rename the Skins folder 3.) Run the PowerSDR 2.0.19 RC1 installer and select the repair option 4.) It should take a few seconds to copy the 18 MB of files needed for the skins. Click on Finish when done.
