I had a similar thing happen to me when I was trying 10mtr FM.  I was trying
to raise a local repeater which used sub audible tones so I had set the
tones to 100 in the settings.

Later I switched to 20mtr digital and every time I keyed the rig I was
getting a tone AND not getting the digital modulation.

I went back to the settings and unchecked the FM tone setting, shut the PSDR
off, and rebooted the system (WinXP) and when I brought PSDR back up after
the reboot - all was well and my digital operation was normal again.
