Steve,

In order to use DDUtil with the FlexControl, you'll want to uncheck the
"Auto Detect" checkbox on the FlexControl form in PowerSDR.  This will keep
PowerSDR from grabbing the COM port for direct control.  As others have
mentioned, you'll need to connect DDUtil to PowerSDR via a COM port pair.
There are knowledge base articles that cover the details of how this works.
