10,147 kHz is the *emission* frequency, not the *dial* frequency. If you
want to transmit JT65 on 10,147 kHz and you are using the 1500 Hz filter
center (JT65 assumes a 1500 Hz tone center) then you need to tune your radio
to 10,145.5 kHz in order to have your signal come out the antenna at
10,147kHz. In that case the radio won't complain about being out-of-band.

BTW, if you want to get closer to the band edge you can reduce the width of
the TX filter so that the filter edge does not overlap the band edge. JT65
and WSPR both generate their signals with a center frequency (audio tone) of
1500 Hz. So set your TX filter to a center of 1500 Hz and a span of 300 Hz
and you are good to go. Just remember that your actual signal is 1.5kHz
ABOVE the dial frequency.
