Don't be confused by the term "beta release". Not all betas are created equal.
There are beta versions that are sent to a select group of users for initial out-of-house testing. These are the betas that Scott was referring to. After those betas have been picked upon by the beta testers, massaged, & revised (usually several iterations of this), then Flex either issues a "public" beta (as was the case with v2.2.2), or releases a "release candidate" version (example: v2.1 RC5), or a full production release (example: v2.1.5) depending on the state of known issues in the code. The "internal" betas are announced only to the beta testers on an "invitation only" e-mail reflector.
