Ran some additional frequencies to test a theory. Sure enough, there are other frequencies that cause the mouse up wheel to get stuck. They are 1, 2, 4, 8, 16, 32, and 64 (all starting at .000) MHz.
I should mention that I didn't notice this problem until yesterday. I think, but can't be certain, that everything was working normally before that.
