It does indeed work in the RF but AFTER the noiseblanker and in its current
implementation,  CANNOT work before the noise blanker.

It is two double sided real filters, one applied to the I and the other
applied to the Q. It works because it is convolved with the IF filter at
RF.  But it is clear that with this implementation, it is only designed to
reject INBAND signals, because if applied to OUT of band signals it could
easily have unintended consequences to the inband signals.  So, our TNF
filter design REQUIRES that it be applied at RF, but AFTER the
noiseblanker, and IF filter, but before the AGC.

I know this is confusing, but in the current implementation, it cannot be
applied BEFORE the noiseblanker, where it would help in the way you want if
the design were different.
