I believe that I (and a couple of others) reported that bug some time ago on 
this list.  There is a work around for the 5000...I will try to research my 
emails and find it.  There is a sequence of commands that turns the forward 
power back on.  I can't check it on my F5K right now as my computer died.

To stick a fork at least part way in this, I've now heard from an emailer
that this is a PSDR bug, reported and acknowledged in September 2011.

40 meters was jamming last night and I worked CW from Hawaii to Costa Rica to 
all over
Europe on "0% Forward Power". So for the moment I'll take Mr. Fite's advice,
use an external wattmeter if it seems that East Fongueek can't hear a signal,
and hope the bug eventually gets nailed.
