Your PC, which is a very old Pentium running very slowly (1.5 GHz) is
under powered and is probably starved for RAM based on your description.
Once you hit 100% utilization, running more programs is just slowing
down everything else that is already running. PowerSDR is a real-time
audio processing application and slowing things down too much will
eventually cause the audio stream to fail.
With just running PowerSDR since you are at 80% CPU utilization, your
best recourse is to get a modern PC to replace the Pentium based PC you
have currently.
