It happens whether the GPS is locked or unlocked. The disciplined 5000 is dead on as long as you account for the actual tuned frequency... which you can only do by back calculating the FTW. For instance if the VFO reads 9999400 it is actually tuned to 999399.888 which usually accounts for the offset people notice... this was a fun one to iron out. I have a spreadsheet that calculates it now.
