Just a quick note to say that I have installed VAC 4.11 on WinXP SP3. In quick testing with fldigi 3.21.33, WSPR 2.21, and PowerSDR 2.3.5 I found no problems whatsoever when VAC was set up according to the instructions in the PowerSDR release notes and Tim's admonition to uncheck "enable channel mixing". There are no noticeable additional delays or any other anomalies that I could detect.
