Take a look at KernRate for XP. Comes as part of the Resource KT. I have used this in the past to narrow down issues to Video and Sound drivers.

Well, come to think of it, regardless of what's going on if the interrupt portion of his CPU usage is 40% to 50% at any time, I think there's probably a big problem with his system. Assuming the description of the problem is accurate, and there's not some other underlying source, he's either got a driver bug or a piece of misbehaving hardware.... or both.
