Here is how I think of it and Steve can correct me if I am wrong. I expect that there are two types of "receiver": I/Q receivers that are wideband and get used for things like CW skimmer and wide FFTs for spectrum displays; and baseband "channels" for one signal. At a minimum I would have one of the former active to drive my pan/waterfall display, and one of the latter to tune in a single CW signal, SSB signal, FM signal, or anything else that can be expressed as a baseband "real" (not I/Q) stream. In that case, the 24kHz limit for a baseband channel makes perfect sense.
