I experienced exactly this phenomenon after an upgrade of my system.  It
turned out to be utilities from NVidia that came with my graphics card.  It
was NOT the NVidia drivers (which have gotten a bum rap in some circles)
but rather the variety of add-ons that manufacturers provide largely for
marketing "value added" purposes.  Since few, if any, of those are
necessary, or even useful, I just shut them off and the DPC spikes vanished.
