I also use a F3000 and 2.5.3 software and have seen these type of humps in the 
phone bands.  
In my experience, the NB works best on pulse type noise (engine noise), like 
Power Line (60Hz. and related artifacts. Random Noise of Intermittent 
amplitudes and frequency appear to be best handled by the NR option.

The performance of both of these options can be modified in Setup, DSP to more 
be more adequate in processing the noise in your location.
It took some expermentation to adapt them to best performance on my resident 
noise but I typically see a 10-15 dB. reduction in my powerline noise at the 
expense of getting some undesireable IMD from very strong in-band signals.  But 
that is the price that one must pay with any type of noise suppression....

I have found that these options far out perform any that I have ever had in 
Kenwood or Icom analog radios over the years, most recently TS850SAT and TS2000.
