I assume you guys are familiar with www.opencores.org There is a GNU licensed System-on-Chip (SoC) called WISHBONE that has developed a pretty good following. If you want to do Linux - like cores, I think you will find that WISHBONE has matured into the one-and-only open source SoC. Looking at the first paragraph of the descriptioni of Wishbone you will find:
