I assume you guys are familiar with www.opencores.org   There is a GNU licensed 
System-on-Chip (SoC) called WISHBONE that has developed a pretty good 
following.  If you want to do Linux - like cores, I think you will find that 
WISHBONE has matured into the one-and-only open source SoC.  Looking at the 
first paragraph of the descriptioni of Wishbone you will find: 

"The WISHBONE standard is not copyrighted, and is in the public domain. It may 
be freely copied and distributed by any means. Furthermore, it may be used for 
the design and production of integrated circuit components without royalties or 
other financial obligations. "
