I don't know if this is only in Beta 19, but on the Setup/Audio/Sound Card tab, the Output Voltage defaults to 2.23, whereas I measured 0.7 on my MP3+. The program tells me this is way outside the statistics for this audio device, but 0.7 makes SDR-1000 transmitter work.
