Actually that's not quite right either.

You have the right to sell what you've received. You have the right to sell a derived (modified) version, as long as you also offer the source.

What you have to license separately is the right to distribute derivative versions *without* also offering the source of the derived version.

As you point out, too simple for most lawyers :-)
