I had the same problem, but I know the cure. I would guess that you are trying to install the program from the view of the ZIP folder in windows. That is not the same as extracting the files from the .ZIP file, and using the extracted files for the install. The installer has a bug, and running Setup from the ZIP folder view won't work without extracting the files. You need to extract all the files from the .ZIP file into a separate new folder. Then run the setup program from that new folder. Good luck.
