I believe that the AOR box implements a proprietary codec, for which 
there is no inexpensive software implementation.

The APCO Project 25 also has a voice codec, but it too is 
proprietary, and I don't think there is a readily available software 
implementation.

It would seem that all the viable candidates for a digital voice 
codec for amateur use are proprietary.
