This is a Firstin Lastout software conflict. Close everything (especially the browser), uninstall PowerSDR and remove All the software except the database (store the database off of drive C:, put it on a floppy if necessary). Reinstall any required Microsoft and Delta/Roland drivers from new downloads (just as a precaution). Reinstall PowerSDR and skip the Import from Database option. Restart PowerSDR and view the CPU usage. It should be below 20% - mine is around 10% with Noise Gate, Vox and Equalizer on. Restart the browser and wait till things settle down. It should settle down to below 30%. If this is the case then reload the database and you should be back to where you started sans the excessive CPU usage. It is also possible that there was a DLL conflict or corruption. The regular Control Panel uninstall the reinstall should correct the problem.
